Rollouts start when you press Start

Deploy detection is gone

Fireweave no longer listens for GitHub Actions deploy events or the Deploy SDK boot beacon, and a rollout no longer waits in awaiting deploys. Once your change is deployed, press Start and the ramp follows. A .fireweave/deploy-beacon.env.local left from an older setup is unused and safe to delete.
